Philip Hammond is a former minister in the British Cabinet, and has been one of the main members of the British Parliament for almost a decade. For a period of over nine years, he has headed four different departments and achieved one of the most prestigious jobs in Parliament. He is one of only three people to have consistently served in the British Cabinet from 2010 to 2019, serving under Prime Ministers David Cameron and Theresa May. Shortly after the Brexit referendum, Hammond assumed the role of Chancellor of the Exchequer, taking responsibility for the government's economic and financial management. He is of the conviction that no one would vote for Brexit if it meant that the country became poorer and less secure, and thus he works to continue to keep the EU and the UK linked economically, even after the UK leaves the EU. He also focuses on the great need for business and enterprise development and mainly the need to protect London's global financial markets. Hammond also focuses on the challenges that economic development causes and specifically the technological revolution and how it has already changed the way we work and live our lives, climate change and how the economic sector is developing and generally improving productivity in the UK. Through his role as finance minister and as foreign secretary, Hammond has had close cooperation with China, and has insight into how the integration of China can be seen as a supporting economic and strategic force into the global system. He also has strong connections in the Gulf region. He was part of the "E3+3" team that negotiated the JCPOA agreement, dealing with atomic weapons, in Iran in 2015. In his role in the defense and foreign secretaries, Hammond has built a strong alliance with the US and other allies. Hammond has a strong interest in the strategic challenges of the Western alliance and the interrelationship of economic and strategic challenges. Hammond grew up in Essex, England, and studied philosophy, politics and economics at Oxford University. Before entering parliament in 1997, he built several successful businesses.
