Nora Berra served as Minister for the Elderly and later as Minister for Health in France from 2009-12. She was appointed by President Sarkozy to lead one of the world's most successful health systems. She started her professional career as a doctor in public hospitals in Lyon, where she devoted almost 20 years to the fight against AIDS. She then entered public service, first as an elected representative in Lyon in 2008 and then as an elected representative in the European Parliament between 2009-14. During 2010, she was appointed State Secretary for Health. As Minister for the Elderly in the Department of Social Work, Berra focused his actions on demographic aging by developing an innovative, integrated policy approach and was convinced that the phenomenon of population aging is an opportunity for social and economic development. As Minister of Health, Berra successfully managed several major health crises, thus maintaining the confidence of French citizens in their health system. She initiated structural reforms, including the launch of major public health programs that enabled the French health system to meet the challenges of this century. In addition, she implemented new approaches to hospital financing.
